    POSITION OVERVIEW

    The Procurement Specialist is responsible for overseeing Counterpart Headquarters and the global procurement process; standardization of policies and procurement practices across the organization; provide direct procurement support to Headquarters; integrate fraud awareness and ethical business conduct into trainings; and provide subject matter expertise in response to any allegations of fraud and misconduct in the procurement or grant making life cycle in the assigned portfolio.

     

    Responsibilities

    Procurement and Compliance:

    • Recommend changes to Counterpart’s procurement policies and procedures when needed;
    • Maintain Procurement Manual, develop tools, templates and job aids for procurement processes;
    • Oversee the procurement process of goods and services, including consultants, for Counterpart Headquarters;
      • Review scopes of work and/or technical specifications and solicitation documents for procurements in collaboration with the requesting team.
      • Ensure that the presentation of the solicitation meets requirements of quality assurance, delivery, and transparency;
    • Promote the maintenance of comprehensive procurement files, including solicitations, proposals, evaluations, award documents, official contracts and correspondence on all procurements, following Counterpart’s policies across the organization;
    • In collaboration with a cross-functional team, respond to reported violations of Counterpart’s policies and code of conduct within the assigned portfolio. Refer violations outside of assigned portfolio to compliance subject matter experts for action;
    • Travel to field project offices for short term technical assistance, such as during start up, close out or surge support;
    • Develop and/or conduct training on procurement policies, procedures, and regulatory requirements;
    • Participate in weekly GCC team meetings and support team members;
    • Assist and/or backstop other GCC team members, as needed;
    • Enhance subject matter expertise on procurement for Assistance and Acquisition;
    • Perform other duties as assigned by the COO.

    Systems and Software:

    • Manage Counterpart’s blocked parties screening system and act as CPI’s subject matter expertise on Executive Order (EO) 13224;
    • Oversee and maintain Visual Compliance software and functions in collaboration with IT;
    • Act as the focal point for maintaining GCC documents in Template Central
    • Oversee, maintain and keep up to date documents on GCC and Procurement internal web-page.
    • Act as the focal point in receiving FFATA reports and upload to the subaward/ subcontracting reporting system
    • Enhance FFATA subaward reporting system and practices, as well as maintain and update reporting and compliance
    • Act as focal point for other government reporting such as Service contract reporting and small business utilization

    Qualifications

    • A minimum of 7-8 years proven experience in a procurement management with extensive experience with USAID rules and regulations on procurement, to include 2 CFR 200/700; 22 CFR 228 and or FAR AIDAR;
    • A Degree in Procurement, Accounting, Business Administration, International Development or related field;
    • Field experience in a developing country or equivalent experience; 
    • Ability to problem solve and think critically and work independently and manage projects;
    • Excellent communication skills in English language (written and oral);
    • Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities;
    • Demonstrated credibility with colleagues and stakeholders at all levels of an organization;
    • Competent level skills in core IT applications, particularly MS Office
