The Program Support Unit (PSU) is a member of a team of professionals working under the supervision of the PSU Senior Director. The team is responsible for the coordination, monitoring, execution, and delivery of timely and effective services to awarded programs. The PSU ensures programs are consistently and effectively following Counterpart’s policies and procedures; highlights areas of risk to the PSU Sr. Director, program leadership and, if required, the Vice President of Programs; works with Counterpart departments to update and/or improve policies and procedures based on feedback from programs and observations working directly with projects; and helps reduce risk through consistent monitoring of key areas including: budgets, cost share, burn-rate, project procurement (goods, services and grants), sub-award management, and project HR issues.
The PSU Program Officer provides support to individual programs in Counterpart’s portfolio of closing spaces and conflict/ post-conflict areas; additional information is provided below in the responsibilities section.
The Program Officer reports to a PSU Program Manager and works in close collaboration with the Program Management Unit to support projects.
Counterpart International seeks a full-time Washington DC-based Deputy Chief of Party -Operations (DCOP-Ops) to support a project in a potentially closed, non-permissive environment. The DCOP-Ops will report to the Chief of Party (COP) and will have oversight and management responsibility for all operations related activities of the project including the implementation of grants, finance, and MEL and will coordinate closely with the DCOP-Technical Programs (DCOP-Tech).
The DCOP-Ops will work closely with the COP and DCOP-Tech in setting the program vision and strategy for the project to achieve its award objectives. The DCOP-Ops will also assist the COP in developing all work plans and have oversight responsibility for the completion of all formal program deliverables as cited in the cooperative agreement. The DCOP-Ops will make sure all program reports are prepared on time.
DCOP-Ops will supervise the grants director to ensure grants are designed, advertised, evaluated, and awarded on a timely basis and manage the program team in the grant implementation phase to monitor the program activities of the grantees and make sure grantees receive appropriate technical support as needed. The DCOP-Ops will assist the COP in managing the partner relationships with the project partners.
The DCOP-Ops will manage the Finance team, and MEL team as well as being responsible for managing procurements and human resource tasks and issues.
The DCOP-Ops will keep informed about the status of human rights defenders, journalists, changes in the civic space and support the COP in finding suitable project interventions. The DCOP-Ops will work with the DCOP-Tech to define new approaches and strategies to work in the country as necessary and ensure that the project is adhering to the do no harm principle.

Counterpart International is currently seeking an Senior Administrative Officer (SAO) to play a key role in supporting our mission. Reporting to the CEO, the SAO provides overall administrative and project support to the CEO. The SAO role is a highly visible position at Counterpart, requiring interaction with a broad range of internal and external constituents. This is a full-time hybrid position based in Washington, DC and will require the employee to report for two days/week in Counterpart’s DC office. The ideal candidate will possess strong organizational and communication skills, acute attention to detail, and a strong motivation for efficient and effective solutions. Counterpart International is seeking two Associates to join the New Business Development (NBD) team to support the team’s administrative, coordination, and communication efforts. The Associate will report to the Associate Director of NBD and is responsible for providing administrative support to new business and proposal efforts.

Counterpart International is seeking a Program Officer to support the program implementation activities under Counterpart’s Resilient Food Systems team. As part of the Resilient Food Systems team the Program Officer will contribute to Counterpart’s goal of improving well-being for all, through improved agricultural production, economic growth, health and nutrition, and empowering environments. The position will work with the Associate Director and other departments to ensure field teams have the resources to implement high quality and innovative programs and contribute to Counterpart’s thought leadership and new business opportunities in the sector. This is a full-time position based in Washington D.C. Counterpart operates in a hybrid office model and requires staff to come into the office 2 days a week.
Counterpart International is seeking a Director Grants, Contracts & Compliance to lead a dynamic team of Award Managers and serve as the in-house expert on cooperative agreements, grants under contract, and compliance with award provisions and audit requirements. The ideal candidate possesses expert knowledge in federal, multilateral, and private donor rules and regulations, with a strong emphasis on USAID and USDA. Extensive experience with cooperative agreements and procurement is required as is the ability to build strong working relationships with the GCC team, DC-office teams, Counterpart field staff, partners, sub-recipients, and auditors. This position will report to the Senior Director, GCC.
The Director’s primary role is to lead the current team of Award Managers for award administration from award to close-out, ensuring full compliance with local laws, Counterpart policies, and client rules and regulations. Similarly, the Director will oversee the implementation of methodologies for preventing unallowable costs; tailor and update templates for various types of sub-awards; and oversee/advise on field grants, project procurement and field operation manuals at the expert level.

Counterpart International seeks a full-time DC-based Grants Officer to support a project in a potentially closed, non-permissive environment. The Grants Officer, in coordination with the Grants Manager and Grants Director, will be responsible for the development of application packages, and be the primary grantee Point of Contact for coordination, implementation management and closeout of a portfolio of more than 350 grants over the life of the project. The Grants Officer will provide administrative support and evaluate grant applications, proposals, and awards to ensure adherence to project Grants Manual and donor rules and regulations.
The Grants Officer will report to the Grants Manager and work in close collaboration with grantees, the technical team, Project Management Unit (PMU) and Project Support Unit (PSU) to support the project implementation.
Counterpart International is currently seeking a Resilient Food Systems Technical Expert (TE) to work closely with the Senior Director of Resilient Food Systems (DFS) to provide technical guidance and oversee implementation of Counterpart’s portfolio of donor-funded Food Security, Education, and Nutrition projects. Along with the DFS, the TE plays an important role in portfolio growth, including leading new business development and portfolio growth initiatives, as well as contributing to Counterpart’s technical capacity in building resilient food systems. The PM collaborates with field-based Chiefs of Party (COPs), the Program Support Unit, and with HQ functional departments to ensure that field projects deliver expected results on time, within budget, and in compliance with Counterpart and donor policies and regulations.
Counterpart’s current Resilient Food Systems portfolio is comprised of projects focusing on school feeding and nutrition as well as agricultural market systems development. Growth objectives include in expanding funding in agricultural value chain and market systems development, community resiliency, education, nutrition, and disaster risk reduction.
The TE reports to the DFS and works in close collaboration with COPs and functional departments to identify and resolve gaps in project performance, revenue, or business protocols. To do this, the TE’s works across projects, with the authority to convene project-specific, portfolio-wide, or cross-functional groups as needed. The PM’s workflow is guided by the schedule of deliverables described in the specific duties and responsibilities below.
