Overview

Counterpart International is seeking a Program Officer to join our Govenance practice area.The Program Officer on the Governance practice area under the Program Delivery Unit (PDU) is a member of a team of professionals under the supervision of the Sr. Governance Director but reports directly to the Program Manager. The Governance practice area is responsible for providing support for the successful implementation of a portfolio of programs in the democracy and governance space. The position will provide support to the DC and project teams to help meet program goals and objectives. This is a full-time position based in Washington D.C. Counterpart operates in a hybrid office model and requires staff to come into the office 2 days a week.

Responsibilities

  • Supports teams in the country/project offices with start-up and close-out of technical activities, focusing on developing mobilization plans, workplans, monitoring, evaluation, and learning plans, demobilization plans, disposition plans, final reports, etc.
  • Work with the program(s) team(s) to ensure technical compliance of award and contract deliverables and requirements specifically:
    • Supports the program team(s) to develop high quality technical reports which may include drafting, reviewing, and copy-editing.
    • In coordination with the Program Manager, collaborates closely with the Quality Assurance, Finance, and in-country program teams to monitor and track the budget projections, and spending to ensure effective and efficient implementation of resources, to meet program objectives.
    • Supports the development of technical scopes of work for program partners, grants, consultants, etc. and coordinates procurement processes with other units throughout the program’s life cycle.
    • Collaborates with the Monitoring, Evaluation and Learning team in providing timely technical support to the program team to ensure compliance with the established MEL plan and indicators.
    • Supports and coordinates implementation of program activities as determined by the Program Manager.
    • Monitors, analyzes and reports on political and other related developments specific to the countries and projects under his/her portfolio.
    • Monitors international sub-recipient agreement(s) and implementation to ensure compliance in close coordination with the project team and headquarters support units.
  • Supports operational management of field programs during start up, implementation, and closeout, including but not limited to the following duties:
    • Finance: monitors budgets; monitors award obligation level, tracks VAT payments and reimbursement requests, tracks cost-share, identifies gaps in knowledge of field staff, and delivers trainings to address chronic or ongoing issues.
    • Award Management: tracks and manages consultant and blanket purchase agreements; reviews procurement and grant packages; tracks approvals for modifications or agreements; and identifies the need for and assists in development of tools and trackers to facilitate award and contract management.
    • Human Resources: tracks updates to human resources project handbook; monitors Expats/TCN allowances; assists in coordinating the approval of procuring and tracking HR legal services in the field.
    • Administration and Security: conducts spot checks of files uploaded to SharePoint, track project security training, follow-up on security issues.
  • Travel as needed for program support.
  • Participate and contribute in cross-functional teams, as required.
  • Identifies and proposes solutions to solve services delivery challenges and ensures project operational needs are met in a timely way.

Qualifications

  • Bachelor’s degree in political science, international development, international business or related field; or equivalent experience; Masters degree preferred.
  • Minimum 4-5 years of project management experience, and familiarity with USAID’s policies and regulations.
  • Demonstrated experience working with US government funded projects, preferably USAID.
  • A keen interest in civil society, good governance, human rights, anti-corruption and/or conflict mitigation.
  • Excellent communication skills.
  • Strong written, verbal, analytical and organizational skills.
  • Strong customer service orientation and written and oral communication skills.
  • Self-starter – ability to work independently/without close supervision, and as part of diverse teams.
  • Demonstrated ability to show initiative, solve problems, handle multiple tasks simultaneously.
  • Meticulous attention to detail, as well as critical thinking and problem-solving ability.
  • Strong time management skills, proven capacity to prioritize and initiate follow-through.

  • Fluency in written and spoken English is required, additional languages, such as Spanish, French, Arabic, are strongly preferred.

The salary range for this position is $51,552-$82,459 annually.
