Counterpart International is currently seeking a multiple Technical Leads for an anticipated multi-million USAID-Funded civil grant program to counter trafficking of persons, promote human rights, and civic freedoms in closed spaces and conflict zones. The Technical Leads will play a pivotal role working with civil society actors (CSO) in the following technical areas: Gender, Civil Society, or Media.   The candidate should have proven experience and knowledge in the development of approaches to improve civil society actor’s ability to identify and support community needs and advocate for Prevention of trafficking, Protection of victims and survivors, Prosecution of traffickers, and Partnerships for a strengthened response. The Expert will provide technical guidance and support to program staff, regional and local CSO partners, and represent the Program at conferences and workshops. This is a full-time position that will report to the Chief of Party of the Program.

The Women’s Empowerment practice has multiple responsibilities, including implementing a portfolio of global women’s empowerment and leadership development programs and providing technical assistance and mainstreaming support to programs across the organization. In addition, the team helps lead different women’s empowerment thought leadership events and participates in various learning and advocacy networks. The Program Officer will support the day-to-day technical management and administrative support of different projects and activities. This may include, but is not limited to, ensuring timely execution of work plan deliverables; developing and editing tools and other technical documents; providing research support on gender equality and social inclusion analyses; supporting the development of quarterly, annual, and other program technical reports; supporting monitoring, evaluation, and learning activities; providing coordination support to women’s empowerment new business development opportunities; supporting delivery of thought leadership events; and supporting program teams to achieve high quality project results on time and on budget.

The Program Support Unit (PSU) is a member of a team of professionals working under the supervision of the PSU Senior Director. The team is responsible for the coordination, monitoring, execution, and delivery of timely and effective services to awarded programs. The PSU ensures programs are consistently and effectively following Counterpart’s policies and procedures; highlights areas of risk to the PSU Sr. Director, program leadership and, if required, the Vice President of Programs; works with Counterpart departments to update and/or improve policies and procedures based on feedback from programs and observations working directly with projects; and helps reduce risk through consistent monitoring of key areas including: budgets, cost share, burn-rate, project procurement (goods, services and grants), sub-award management, and project HR issues.   The PSU Program Officer provides support to individual programs in Counterpart’s portfolio of closing spaces and conflict/ post-conflict areas; additional information is provided below in the responsibilities section.   The Program Officer reports to a PSU Program Manager and works in close collaboration with the Program Management Unit to support projects.

Counterpart International is seeking two Associates to join the New Business Development (NBD) team to support the team’s administrative, coordination, and communication efforts. The Associate will report to the Associate Director of NBD and is responsible for providing administrative support to new business and proposal efforts.     This position is ideal for candidates who are highly organized, interested in pursuing a career in international development, and seeking to grow in the field of international development. Counterpart is committed to the growth of our employees, and we intend to prepare the Associate to serve as a Proposal Coordinator on United States Agency for International Development (USAID), United States Department of Agriculture (USDA), and Department of State (DOS) proposals. This role will be hybrid with a requirement for two days/week in Counterpart’s DC office.

Counterpart International seeks a full-time DC-based Grants Officer to support a project in a potentially closed, non-permissive environment.  The Grants Officer, in coordination with the Grants Manager and Grants Director, will be responsible for the development of application packages, and be the primary grantee Point of Contact for coordination, implementation management and closeout of a portfolio of more than 350 grants over the life of the project. The Grants Officer will provide administrative support and evaluate grant applications, proposals, and awards to ensure adherence to project Grants Manual and donor rules and regulations.   The Grants Officer will report to the Grants Manager and work in close collaboration with grantees, the technical team, Project Management Unit (PMU) and Project Support Unit (PSU) to support the project implementation.
